Towson, MD – Homeland Security Investigations (HSI), a division of U.S. Immigration and Customs Enforcement (ICE), specifically the Special Agent in Charge (SAC) of the Baltimore field office, is listed on Towson University’s Handshake Events Portal as a participating employer for the Fall 2025 Career & Internship Fair, scheduled for Friday, September 26 at SECU Arena.

To Clarify: HSI operates under ICE, which itself is an agency of the U.S. Department of

Homeland Security (DHS). While DHS is the overarching federal department, ICE is one arm, and HSI handles investigations into transnational crime, human trafficking, cybercrime, and immigration-related enforcement.

HSI’s presence at Towson career fairs has drawn attention before. In Spring 2025, the SAC Baltimore offices withdrew from the Mega Job & Internship Fair after the student pushback. The Latin American Student Organization (LASO) circulated a petition that according, to an Instagram post from Towson’sYoung Democratic Socialists of America (YDSA), received more than 2,300 signatures, accompanied by campus demonstrations. YDSA also sent university leadership a letter in April 2025 calling for HSI’s removal and expanded protections for students.

On August 26, 2025, the 105th Student Government Association (SGA) acknowledged student concerns, noting that it is coordinating with cultural student organizations. SGA emphasized the value of remaining “informed, engaged, and active” in advocacy.

In response, to earlier discussions, administrators wrote on May 5, 2025,: “As a public

institution, we are required to comply with all applicable laws and regulations.” They added that Towson adheres to the National Association of Colleges and Employers (NACE) standards for job fairs and “must also recognize the concerns of other members of the community who gave goals of employment with many of those same employers.” The letter reaffirmed the university’s commitment to providing “a forum for robust debate and discssion” and upholding students’ First Amendment rights.

As of now, Towson University has not released a new statement regarding HSI– SAC

Baltimore’s participation at the Fall 2025 fair. THe event is expected to welcome employers across government, business, and nonprofit sectors. The full list of participants remains available to students via Handshake.
